Three new appointments to South of Scotland Enterprise board 

We have welcomed the appointment of three new SOSE Board members. 

Scottish Ministers have announced the appointments of Julia Mulloy, Stuart McCallum and Andrew Smith who will take up their roles on 31 August 2026 for four years. 

All three bring significant skills and experience to complement those of the existing Board members, in particular around communities and community wealth building, finance and energy and Net Zero.     

Julia Mulloy 
  • Julia brings 40 years of experience across housing, regeneration, community development and organisational transformation.  
  • Her career has been defined by a commitment to strengthening communities, improving places and building partnerships that deliver long term social and economic impact.  
  • As Chief Executive of Scottish Borders Housing Association until her retirement in May 2026, she led SBHA’s evolution into a modern, financially strong regional anchor organisation.  
  • This included major regeneration programmes, expanded community facing services, establishing the SBHA new build programme and beginning the transition to Net Zero for over 5,600 homes. 
  • Julia has also played a significant role in regional strategy through her membership of the South of Scotland Regional Economic Partnership, contributing to the Regional Economic Strategy and collaborating closely with partners. 
  • She brings extensive governance and assurance experience from non-executive roles with SFHA, Loreburn, Wishaw, Charing Cross and currently, the Wise Group.  
  • Julia is known for her collaborative, insight led leadership style, clear communication and practical approach to shaping long term, place-based change.  
  • She brings a strong understanding of the South of Scotland’s communities, economy and potential. 
Julia Mulloy said:

"Having lived in the South of Scotland for over two decades and worked here for 17 years, I have seen how much can be achieved when people and organisations share their experience, skills and commitment to the place we call home. 

"SOSE has an important role in growing the economy, strengthening our communities and  shaping the next chapter for the South in a way that reflects its character, needs and potential.

Stuart McCallum 

  • Stuart brings over 30 years in professional services, banking and board governance. 
  • Most recently, Stuart was a Consulting Partner at RSM UK, where he was National Head of Food & Drink and Head of Manufacturing Scotland and Head of Private Business Scotland.  
  • Much of that work has been with family-owned businesses across agriculture, food & drink, manufacturing and the hospitality sector, advising on succession, growth and financial resilience in the kind of companies that make up the South's economy. 
  • Stuart is currently a non-executive director and chair of the Finance, Audit and Risk Committee at Scotland Food & Drink.  
  • He is also an external member of the Scottish Funding Council's Finance Committee, external trustee and Chair of the Finance and Investment Committee at the Royal College of Physicians and Surgeons of Glasgow, and is an elected member of ICAS Council. 
  • Through these roles he has built a strong record in financial stewardship, risk oversight and scrutinising complex, multi-year plans across publicly funded and regulated bodies. 
  • Earlier in his career, Stuart held senior roles at Clydesdale Bank and Royal Bank of Scotland and led Corporate Finance at RSM in Glasgow, giving him experience of funding, transactions and business growth from both the lending and advisory sides. 
Stuart McCallum said: 

"The South has a distinct economy built on family businesses, food and drink, farming and tourism, and I know that world well from 30 years advising similarly sized companies.  

“I'm looking forward to putting that experience, along with my background in financial governance, to work for the Board.” 

Andrew Smith 

  • Andrew Smith is an investment and commercialisation specialist with more than 40 years' experience spanning law, renewable energy, clean technology and innovation finance.  
  • He is recognised internationally for his expertise in supporting early-stage companies, developing investment ecosystems and accelerating the commercialisation of emerging technologies.  
  • Andrew is Director of Greenbackers Investment Capital, an advisory business focused on energy resilience, where he works with technology companies, investors and corporates across Europe and North America to support fundraising, market entry and commercial growth.  
  • He is also Founder and Managing Director of Deja Blue Consulting, advising on investment strategy, commercialisation and project finance.  
  • Previously, Andrew served as Chief Investment Officer at DP Energy and as Head of the Renewable Energy Investment Fund at Scottish Investment Bank, where he led the investment of a £103million fund supporting renewable energy and low-carbon infrastructure projects.  
  • Having practised as a Scottish solicitor for 34 years, Andrew is a Board Director of the UK Marine Energy Council, a member of the UN Sustainable Blue Economy Finance Initiative Working Group and an independent expert with the Solar Impulse Foundation.  
  • A regular international speaker and conference panel chair, Andrew also served as Secretary and now Ambassador of the David Livingstone Trust and previously chaired the Scottish Carriage Driving Association.
