South of Scotland Enterprise Action Plan

We are working on our first ever action plan – a plan to make the South of Scotland a better place for everyone.

The Plan will set out SOSE’s priorities, making clear how our efforts will contribute to meeting the ambitions of the South of Scotland Regional Economic Strategy.

It will also make clear how we will contribute to the national ambitions set out in Scotland’s National Strategy for Economic Transformation.

Our Plan will be published in summer 2022.


To gather views on our Plan, we visited 24 villages and towns across the South of Scotland from November 2021 through to March 2022 in our first ever engagement tour.

Phase one of the tour took place in November and December 2021, with a full summary available.

The sessions were open to everyone and provided an opportunity to meet our Chair, Professor Russel Griggs, and Chief Executive Jane Morrison-Ross, to give your views on what you think the priorities should be for our local economy and communities.

We also held three Business Breakfasts in March 2022 to gather more views.

We have also been working with social enterprise Sleeping Giants to gather views on our Plan, especially from people who do not always have the chance to share their opinion.

We have held discussions with groups across Dumfries and Galloway and the Scottish Borders, including:

  • Those representing young people
  • People with disabilities and autism
  • LGBT+ community
  • Those from ethnic minority backgrounds
  • Armed forces veterans
  • Deaf and hard of hearing people
  • Women.

We are now busy considering all that we have heard and will prepare and publish a short report that summarises what we have heard and how it will be used to inform our Plan.

Join our new Business Panel

We have asked Ipsos MORI to develop a new business panel for us in order to gain vital information about business needs across the South of Scotland region.

Being on the SOSE business panel provides a voice for your business, your local area and your sector, giving you the opportunity to directly influence our work.  We will send you an overview of survey findings so you can compare your business with others across the region.

Being part of the panel is easy and you can opt out at any time. You will be invited to take part in around three telephone surveys each year, and possibly some other research projects for us.  

The surveys are confidential. No individual organisations which take part will be identifiable from the published results. The survey typically takes 20 minutes to complete.

How will we engage with you?

Our Engagement Framework takes into account all of the learning we have gained so far both from the two initial rounds of meetings we did as South of Scotland Economic Partnership (SOSEP) and from what we have learned so far as SOSE.

This Framework, alongside our Operating Plan, will be crucial to that as we ensure we make it possible for everyone to engage with us who wants to.

Keeping the positive dialogue going with our key stakeholders is as critical now and going forward as it was over the last two years – so we will continue to make sure that everyone can play their part in helping our region to flourish.
